Breaking the Cycle of Housing Instability in Harrisburg
Permanently Affordable Housing with BHA
At Brethren Housing Association, we see firsthand how the housing crisis impacts the families we serve. Many of our program participants face significant barriers to securing affordable housing due to rental histories, criminal backgrounds, or credit issues. Subsidized housing often excludes applicants with these challenges, leaving families with no choice but to pursue expensive private rental options. This reality creates a devastating cycle of financial insecurity and instability that prevents families from thriving independently.
A Solution Rooted in Compassion
Recognizing the urgent need for affordable housing solutions, BHA launched the Permanently Affordable Housing (PAH) Program in 2021. This innovative program offers graduates of our Transitions program the opportunity to live in safe, affordable homes owned by BHA. For families who cannot access housing elsewhere due to extenuating circumstances, PAH provides a critical bridge to independence. By increasing the availability of affordable housing in Dauphin County, we’re not only addressing an immediate crisis but also contributing to the long-term economic and social health of our region.
From Transitional Support to Permanent Stability
This program offers graduates of our Transitions Program the opportunity to live in safe, affordable homes owned by BHA. For families who cannot access housing elsewhere due to extenuating circumstances, we provide a critical bridge to independence.
Affordable Rent Based on Income: Rent rates are set at no more than 30% of participants’ income, ensuring housing remains within reach while allowing families to cover other essential expenses.
Rent-to-Own Opportunities: Families have the option to move from renting to owning their home in the PAH program, creating a pathway to long-term stability and generational wealth.

Tailored Support for Housing Barriers: The program addresses challenges like rental histories, credit issues, and criminal records, offering a second chance for families who otherwise face systemic barriers.
Collaboration with Community Partners: Partnerships, like the one with Dauphin County Technical School, allow us to create innovative housing solutions that strengthen the entire community.
